Guaranteeing basic social services and social security for poor populations in the world is considered one of the major issues being addressed by the German Ministry for Economic Cooperation and Development Action Programme to decrease extreme poverty on a global scale.

InWEnt developed an elearning course on health financing and health insurance building on the experiences of the industrialized countries and addressing the specific needs of devel-oping countries.

The course is sponsored by the Federal Ministry for Economic Cooperation and Develop-ment on behalf of the Government of the Federal Republic of Germany.

It is specifically designed for participants who are involved in health financing issues in their daily working environment. It includes, but is not limited to, working as mid-level employee for any of the following institutions:
• Ministry of Health
• Ministry of Finance
• Local Government
• Health Financing and Health Insurance Fund
• Community Based Health Financing and Health Insurance
• NGOs or Cooperatives involved in health care financing

We specifically invite participants coming from the Philippines, Vietnam, Cambodia and Indonesia. All four countries are priority countries of German development cooperation in health.

The course will be conducted as a combination of face-to-face seminars and e-learning.

The face-to-face seminars as well as the e-learning phase are in English. In order to read the course materials, write study assignments and participate in discussions, participants need a very good command of the English language. Participants should have internet access at least three times a week in order to participate in discussions (chats) and download course materials.
