Target Participants. The challenges ahead in the social security sector of many southeast Asian countries require a minimum number of young professionals and future senior management and top level staff in ministries and companies who have looked beyond their own borders and traditions, and have the capacity of implementing reforms on their systems.
After returning to their jobs, they will not only be capable of taking on an expert and innovative management role in their own institution or company, but play their part as Centres of Excellence, pools of ideas and initial contacts for the management and policy making of the future

Objectives.
The training course is designed to enable leading personnel in the field of social security in partner countries to become familiar with modern management instruments (including business and administration procedures, mathematics and IT tools) and to learn about effective macro policies and strategies in the social sector. Individual achievements in the Long-term Training will benefit effective, efficient and needs-oriented management in governmental policy making, insurance, health care and pension systems management. The participants are supposed to take on a multiplier role in implementing reform in the social security sector in their home countries in the Southeast Asian region.
On completion of the course, participants will be able to:
.understand and apply management tools required for result-oriented work in the social

.identify/ determine and to implement social security strategies (in the individual related

Required profile of participants. Participants are expected to be qualified young professionals with academic background (bachelors degree or advanced diploma in economics, public administration, public policy, business, health economics, public health, other business, health, social science or actuarial science related degrees) or equivalents.
They should be able to show relevant and practical experience in the social security sector of at least 3-5 years. Applications from female candidates are strongly encouraged.
Admission Procedure. Based on the application forms received electronically by 2 June 2006 (including proof of English language test results), InWEnt will carry out a pre-selection. Then, around 40 qualified young professionals will be asked to undergo medical examination. If there are no medical objections, they will be invited to start the German language course in Manila.
After one week, an assessment will take place, which consists of a German language exam, selection interviews and group work. The best 20 participants are invited to continue the German language course in Manila for two (2) more weeks, which also concludes with a final exam. Given satisfactory results, they will be accepted as participants of the ILT “Social Security” and invited to Germany . After the two weeks an online German course is to be continued from the individual home country.
Admission Requirements. The employer of the applicant must support the advanced professional training plans of her/his employee and supply her/him with a written statement guaranteeing her/his professional re-integration after the programme.
In addition, the support of the participants's family in her/his home country must be ensured during her/his stay in Manila and Germany . The programme is funded by the German Ministry of Economic Cooperation and Development (BMZ) and directed at participants coming from the Southeast Asian partner countries of the German Development Cooperation in the economic development (WiRAM) and health sector which are: Indonesia and Vietnam.
The number of participants is limited to 20 persons per year. However, there is no specific quota for the individual countries taking part in the programme.
The applicant must be physically suited for the programme.
Please note that proof of a TOEFL score of at least 220 (computer based) or 550 (paper based) or a IELTS score of at least band 6 or a Cambridge Certificate of Advanced English (CAE) is required for admission and has to be provided with the application form. It is also important that applicants have to indicate their field of interest within the social security sector (health insurance, pension systems, etc.).
Contents. The training components consist of different training activities that are related to each other. Each module aims at a specific learning objective, enabling participants to subsequently develop the necessary comprehensive abilities.
German language course (2.5 weeks, plus online language course and 3 months in Germany )
Participants will be given the opportunity to gain sound proficiency of the German language through at least 4 months language course and thereby enhance their professional and intercultural competences. In order to reap all gains from the stay in Germany , it is essential to achieve proficiency in the German language. It will broaden the scope of interaction with German people in general and the professional context, and allow the understanding of a different culture.
The successful compliance of the language course in Manila is prerequisite to acceptance in the following training units in Germany.
.International management competence courses (4 weeks in total)
Three modules of management skills training (before, during and at the end of the professional training) aim at improving participants' competence in self and work organisation, presentation, communication and networking, dealing with the management challenges of globalisation. The modules are carried out in interdisciplinary groups together with participants from other InWEnt ILTs.
.Social Security course (3 months)
The training course is tailor-made to fit the needs in the private and public social security sector, taking into account the different specialisations such as health care, pension systems, and various models of insurance policies in the southeast Asian context. The curriculum is based on a specific needs assessment but allows the flexibility to adjust to changing necessities and the particular needs of institutions and participants working in the various fields of social security. .Vocational work experience (4 months)
Each participant will elaborate an individual research project that is connected with and relevant to her/his work at the home organisation. To this end, InWEnt arranges for an internship in the management section of a German federal ministry (e.g. federal ministry of health), insurance companies with specialisation on e.g. health care or accident and compensation insurance, or public/ private associations in the field of social security. The subject for this project work is defined in consultation between the participant, the home organisation, and the partner institution commissioned by InWEnt. Participants should be prepared to acquire necessary knowledge and skills in a different working environment and afterwards adapt it to conditions in their countries.
.Transfer project (during the whole training and after return)
The transfer project is designed and further developed during the training in Germany , taking advantage of the knowledge, skills and attitudes acquired by the participants during the different training components. The scope of the transfer project guides the individual training design. The implementation of the transfer project takes place within the six months after the return of the participants to their home organisations. It is accompanied by course tutors and experts on InWEnt's online platform Global Campus 21 – www.gc21.de
